After graduate work in Europe and the U.S., I joined MSU in 1990. In addition to my academic appointment, I serve as Director of Special Programs at the Quello Center for Telecommunication Management and Law.

My research focuses on three areas: (1) governance of information and communication technologies and services (ICTS); (2) economics and management of ICTS; and (3) global organization and effects of ICTS.

Recent grants were awarded by the National Science Foundation (U.S.), the OECD (Paris, France), and the International Telecommunication Union (Geneva, Switzerland).

I am the Chairman of TPRC, a member of the Board of Directors of the International Telecommunications Society (ITS) and have served as an advisor to public and private organizations in Europe, Latin America, and Asia.
